The Year-on-Year Story: A Major Shift in Priorities

Ministry of Defense: The ministry saw a massive 69.07% increase in its budget. This new funding is for a comprehensive "Retooling of the Ghana Armed Forces (GAF)" to "enhance defence readiness". The budget details major new acquisitions, including new Offshore Patrol Vessels for the Navy, modern helicopters and aircraft for the Air Force, and Armoured Personnel Carriers for the Army. In presenting this new investment, the Finance Minister paid tribute to the late Dr. Edward Kofi Omane Boamah, "a fallen hero of the tragic helicopter crash" who, he noted, was also "the brain behind the strategy to retool the Ghana Armed Forces".
Ministry of Roads & Highways: The ministry received a 65.74% boost, one of the largest in the budget. This catapults it into the Top 5, overtaking the Ministry of Local Government. This funding surge is the financial engine for the government's flagship "Big Push" Infrastructure Programme, which includes GH¢30.0 Billion for strategic roads and GH¢828 million for new "agricultural enclave roads".
Ministry of Health:Â The budget grew by a substantial 27.99%, in part to fund new initiatives like the Ghana Medical Trust Fund (MahamaCares) for chronic diseases.
Ministry of Education: Received a 23.48% increase to fund key programs, including the plan to end the double-track school system.
Ministry of the Interior: In a notable move, the ministry's budget was reduced by 8.39%,suggesting a government effort to cut costs and improve efficiency in that sector.
